What actually launched for ChatGPT Ads in Europe on 24 August 2026?
ChatGPT Ads expanded to 31 European markets on 24 August 2026, but this is a controlled market launch rather than unrestricted self-service availability. OpenAI announced access through its Ads Solutions team, agency partners and technology partners first, with Ads Manager self-service promised later in the quarter. That distinction matters more than the headline: European inventory is opening now, while the buying route is still gated for many advertisers.
This article separates four things that are easy to collapse into one: what OpenAI has officially launched in Europe, what its global Ads Manager documentation currently supports, what independent observers have measured in earlier markets, and what nobody can yet verify for European B2B campaigns. I have not run a European ChatGPT Ads campaign, so none of the performance discussion below is presented as firsthand evidence or as a European benchmark.
The source sweep covered OpenAI's European launch announcement, Ads Manager and measurement documentation, its August 2026 ad policies, Digiday's reporting on the European rollout and consent model, Search Engine Land's account of an early advertiser test, and the first published empirical audit of ChatGPT advertising. OpenAI is the source for product capability; independent material is used to test what has actually been observed and to expose the gaps.
B2BLAST's current paid-media offer remains the five established platforms described on the B2B advertising services page. This article is a launch analysis, not a claim that ChatGPT Ads already has the evidence base of Google Ads or LinkedIn Ads.
Can European advertisers buy ChatGPT Ads directly today?
Not all of them through self-service. OpenAI's European launch announcement, published 18 August 2026, says advertisers will initially enter through the OpenAI Ads Solutions team, agency partners and technology partners. Digiday's report on the launch, published 19 August 2026, independently confirms the same agency-led route and names Publicis, Omnicom, WPP, Havas, Dentsu and MediaPlus among the buying partners.
The public documentation is more cautious than the announcement. OpenAI's Ads Manager availability page, checked on 24 August 2026, still lists the earlier self-service markets and does not yet list the 31 new European countries. That is not evidence that the launch is false. It is evidence that user inventory, managed buying and self-service advertiser access are three different rollout states.
The practical status at launch is therefore:
| Access route | Status on 24 August 2026 |
|---|---|
| Ads shown to eligible European users | Launched across 31 markets |
| OpenAI Ads Solutions | Available to eligible advertisers |
| Agency and technology partners | Available through selected partners |
| Ads Manager self-service | Announced for later in the quarter; not yet listed across the 31 markets |

For a smaller B2B advertiser, the correct next action is registration and eligibility checking, not pretending that an account can necessarily be opened and launched today. Access can change quickly, so the availability page should be checked again at the point of campaign planning.
What does a ChatGPT ad look like, and who can see it?
OpenAI's advertiser basics, checked on 24 August 2026, documents a compact unit below a ChatGPT response. It remains visually separate from the answer and is labelled as advertising. OpenAI says buying an ad does not influence the answer, and advertisers do not receive the conversation that triggered the placement.
The documented unit contains:
| Element | What OpenAI documents |
|---|---|
| Identity | Advertiser name and favicon |
| Message | Title and descriptive copy |
| Destination | Landing page |
| Creative | Image asset |
| Position | Below the ChatGPT response, separated and labelled |

Reach is not equivalent to all ChatGPT usage. The European announcement says ads are shown only to users on Free and Go plans; Plus, Pro and Enterprise remain ad-free. OpenAI's advertiser basics additionally excludes every Business plan. For B2B this is a material limitation, because an advertiser cannot assume that the professional audience visible in headline ChatGPT usage figures is actually addressable through ads.
The first independent empirical paper, The Beginning of ChatGPT Ads, published in August 2026, collected more than 3,000 ads from 186 advertisers across 335 prompts using 91 controlled US accounts. It found that the early ads were clearly separated from answers and skewed toward consumer goods. That supports OpenAI's description of the format, but it does not prove European B2B reach.
How does ChatGPT Ads targeting differ from keyword targeting?
The unit is selected from conversational context rather than an exact search term. OpenAI says its system considers the intent of the current conversation, the landing page, title, copy and advertiser-provided context hints. Its ad-group documentation, updated 23 August 2026, describes those hints as themes, topics, needs or situations; it explicitly says they are not exact-match rules and do not guarantee delivery in a particular conversation.
That difference changes account structure. A Google Ads ad group can be organised around query coverage and negatives. A ChatGPT Ads ad group is documented as one focused product, use case or intent area, supported by multiple message variations. The closest familiar analogy is contextual matching informed by richer language, not a hidden list of prompts that an advertiser can bid on one by one.
Europe adds a second distinction: contextual delivery and personalised delivery are not the same. Digiday's report on OpenAI's European privacy rules, published 8 June 2026, says personalised delivery requires explicit consent; without it, generic ads can use limited information such as the current conversation, location and time. OpenAI's advertiser basics says signals from a user's broader ChatGPT experience are considered only when ads personalisation is enabled. The advertiser still does not receive those conversations.
For B2B, this makes landing-page clarity and intent design part of media buying. A campaign about pipeline reporting, for example, needs a page and context hints that clearly describe the business problem, buyer and use case. That aligns with the revenue-first measurement approach in the BLAST methodology, but the matching system itself remains a black box: advertisers cannot inspect the prompt that produced each impression.
What can a B2B advertiser buy and measure?
The platform is more developed than a simple awareness pilot. OpenAI's campaign documentation, updated 20 August 2026, lists three objectives: CPM for reach, CPC for clicks and conversion-optimised CPC, or oCPC, for a selected downstream event. The oCPC model is still billed on valid clicks; it predicts conversion likelihood to set the auction bid rather than charging per conversion.
The current buying and measurement stack is:
| Layer | Documented capability |
|---|---|
| Reach objective | CPM bidding and impression optimisation |
| Clicks objective | CPC bidding and click optimisation |
| Conversions objective | oCPC delivery toward one supported standard conversion event |
| Website measurement | OpenAI Pixel, Conversions API or both |
| Reporting | Impressions, clicks, spend, CTR, average CPC, average CPM and conversions |
| Supplemental attribution | One-day view-through conversions for eligible accounts |

OpenAI recommends a starting maximum CPC bid of $3-$5 in its global advertiser basics. That is a platform recommendation in US dollars, not a European clearing-price benchmark and not an expected cost per click. No open source reviewed for this article publishes a reliable European B2B CPC, CPM, cost per lead or conversion-rate distribution.
OpenAI's measurement documentation also says click-through conversions can take 24-48 hours to appear, while eligible view-through conversions use a fixed one-day window and remain separate from the main conversion total. A serious B2B test therefore needs independent analytics, CRM outcomes and UTMs in addition to the platform report.
What do the early performance sources prove?
Very little about Europe, and nothing that deserves to be called a European B2B benchmark. The most concrete open practitioner comparison I found is Search Engine Land's early-campaign guide, published 10 August 2026. It reports GA4 data from about 1,500 users reaching the same website through Google Ads and ChatGPT Ads. The source does not disclose a multi-advertiser sample or a European segment, so the result is one test, not a market average.
The comparison is still useful as a warning against assuming that conversational intent automatically produces higher-quality traffic:
| Metric in the single reported test | Google Ads | ChatGPT Ads |
|---|---|---|
| Average engagement time per active user | 41 seconds | 17 seconds |
| Engaged sessions per active user | 1.13 | 0.88 |
| Conversion rate | 3.71% | 0.21% |
Source: Search Engine Land, 10 August 2026; one advertiser comparison covering approximately 1,500 users.
The academic audit answers a different question. Its 3,000-plus observed ads show that real delivery existed across 186 advertisers and that early inventory leaned consumer rather than B2B. Digiday's June 2026 reporting adds that advertisers still wanted independent verification because platform-reported bidding and outcome data did not prove that an ad reached a real person. These sources agree that the channel exists and is evolving quickly; they do not establish European pipeline performance.
Until a disclosed European dataset exists, evaluate the channel against your own qualified-lead and opportunity economics. The comparison framework in our Google Ads B2B benchmarks article shows why a platform average cannot replace account-level revenue data.
Why could ChatGPT Ads matter for B2B, and what could make it fail?
The opportunity is the moment of use. A person can describe a business problem, constraints, current stack and evaluation criteria in one conversation. That context is richer than a two- or three-word query, and OpenAI's matching system is explicitly designed to use conversational intent. For complex software and services, that creates a plausible path to relevant discovery before a shortlist is fixed.
The first risk is addressability. Ads are limited to Free and Go plans, so the professional and enterprise segments most attractive to a B2B advertiser may be underrepresented in paid inventory. No public source currently discloses the European Free-versus-paid audience mix by job role, seniority or company size. Claims that ChatGPT Ads can reach a certain number of European decision-makers would therefore be invented.
The second risk is observability. Advertisers can supply context hints but cannot see the conversations or prompt themes that triggered their ads. Search Engine Land compares the experience to the early period of Performance Max, when advertisers had to trust matching with limited diagnostic data. OpenAI provides country and device reporting, conversion events and CSV exports, but not a search-terms report equivalent.
The third risk is policy and measurement change. OpenAI's ad policies, updated in August 2026, restrict sensitive and regulated categories and review the advertiser, creative, landing page and placement. Digiday reports that independent verification is still developing. A B2B test is credible only if the business is eligible, the landing page is reviewable, and success is defined in the CRM before spend begins.
Where should ChatGPT Ads sit in a B2B media plan?
As a measured experiment beside proven demand and professional-audience channels, not as their replacement. Google Ads still offers observable search demand and a mature conversion stack; LinkedIn Ads still offers explicit company, role and seniority targeting. ChatGPT Ads offers a different possibility: entering a conversation while the user is framing a problem or comparing approaches.
Start only when three conditions are met: your market has a real buying route, the Pixel or Conversions API and CRM handoff are ready, and the budget can generate a learning sample without taking money away from campaigns that already produce pipeline. Our Google Ads service page and LinkedIn Ads service page explain the established roles that the new channel would need to complement.
The implementation order in our Google Ads best practices still applies here: reliable measurement before optimisation, then CRM signal feedback before advanced bidding.
The launch deserves attention because it creates a new paid surface at the point of research. It does not deserve a forecast disguised as a benchmark. Register, document the hypothesis, isolate the test by market and offer, and judge it on qualified pipeline rather than novelty.
Frequently asked questions
Did ChatGPT Ads launch in Europe on 24 August 2026?
Yes. OpenAI announced expansion to 31 European markets, with buying initially available through its Ads Solutions team, agency partners and technology partners. Self-service availability is a separate rollout and should be checked before planning a launch.
Can every European advertiser open Ads Manager today?
No. The launch announcement promises self-service later in the quarter, while the public availability page does not yet list all 31 new markets. Register interest and verify the buying route for your country rather than assuming immediate access.
How are ChatGPT ads targeted?
OpenAI uses conversational intent, the landing page, ad copy and advertiser-provided context hints. Those hints describe themes and needs; they are not exact keywords and do not guarantee delivery against a particular prompt.
What does ChatGPT Ads cost in Europe?
No reliable European B2B benchmark is public yet. OpenAI recommends a $3-$5 starting maximum CPC bid globally, but that is bidding guidance rather than an observed European price. Build the benchmark from your own account.
Should a B2B company test ChatGPT Ads now?
Only if access, eligibility and conversion measurement are ready and the test does not displace a proven pipeline source. Treat it as an isolated learning budget and judge it on qualified opportunities, not clicks alone.
